Is there an error console at Yandex that you can check to see what the exact problem is? It could be there's an authentication problem with their servers.

Just to confirm, I came across the same problem. The solution is as above, deactivate and then activate per site on multisite. It still refreshes the page after a few seconds but the changes are saved....
